			<description><![CDATA[Islamabad: The property mafia has once again spread its tentacles to incur a huge loss to the Capital Development Authority (CDA) after getting three commercial plots, which were auctioned in the last open auction about two months back, cancelled.<br />

Interestingly, all three commercial plots, measuring 1,333 square yards each, which were auctioned in the last week of March, had been cancelled and the civic body confiscated Rs5 million token money deposited by three successful bidders.<br />

Now all these three plots have been placed in the list of commercial plots, which would be offered for open auction on May 21 and May 22 at the Pak-China Centre. “It is not a coincidence that the auction of all three commercial plots in Blue Area had been cancelled rather it is a part of some game planned by the property mafia with the connivance of CDA officials,” sources in the CDA said.<br />

The three plots were auctioned for over Rs1.8 billion, but the auction stood cancelled.CDA Chairman Syed Tahir Shahbaz, when contacted, confirmed that the three plots would again be offered in the open auction.<br />

He said the successful bidders of the open auction held in March this year failed to deposit the payment due against them and therefore the token money of Rs5 million deposited by them has been forfeited.<br />

			<description><![CDATA[ISLAMABAD, May 15: The Federal Government Employees Housing Foundation (FGEHF) has stepped outside its mandate and engaged private developers to construct residential apartments, Dawn has learnt.<br />
<br />
The sources in the Capital Development Authority (CDA) the FGEHF move could cost the exchequer Rs10 billion.<br />
<br />
“According to the CDA Ordinance 1960 the FGEHF is mandated to allot only low cost housing units and plots for government employees developed through the civic agency,” said a senior official in the CDA on condition of anonymity.<br />
<br />
This had been the practice since the first scheme came out in 1980s when CDA built the Sector I-8.<br />
<br />
Similarly, the Federal Government Employees Housing Scheme allotted plots and apartments after CDA acquired land to develop sectors G-11, D-12, E12, G-13 and G-14, the official explained.<br />
<br />
However, the FGEHF had already got the plans for the apartment buildings spread over 200 kanals in G-13, altered from the CDA from ground plus three stories to ground plus 14 stories.<br />
<br />
The price for alteration or the new architectural redesigning from four storied to 15 storied structures was roughly a colossal Rs100 million.<br />
<br />
According to the original plan, the civic agency designed the ground plus three storied apartments only keeping in mind resources and facilities to be provided to residents such as water and sewerage, etc.<br />
<br />
The four storied structures were standard requirements in all sectors whenever new housing scheme in Islamabad were opened/launched by the CDA to accommodate low income or junior ranking government servants.<br />
<br />
“The four storied apartment buildings are designed in G-13 keeping in mind the available space and the basic facilities that CDA can ensure to its residents once they move in,” said the source explaining how the extra floors would put strain on the available services since the sector was not designed for 11 new floors in each building or the extra 3, 000 apartments.<br />
<br />
According to the CDAs Estate Wing, Sector G-13 already had some major shortcomings when it came to providing basic facilities to its residents.<br />
<br />
Besides ensuring uninterrupted supply of gas, electricity connections, shortage of clean water was the biggest problem in G-13.<br />
<br />
“Underground water is insufficient in G-13 and its surrounding sectors. This is why the CDA will be laying a pipeline to bring water from the Khanpur Dam beyond the Margalla Hills to provide water to the National University for Science and Technology (NUST), I-14, I-15, I-16, H-12, G-13 and G-14,” the source said.<br />
<br />
The National Reference Manual followed countrywide for building housing schemes, specified how residential accommodation/plots could not accede 55 per cent of the total space of a sector.<br />
<br />
But residential accommodations in G-13 were spread across 65 per cent land to meet housing requirements of the rapidly expanding capital city.<br />
<br />
With the new design of the apartments would come completely fresh, plans for sizes of roads and parking spaces also to mention some concerns, said the source.<br />
<br />
Worst, according to sources in the Estate Wing of CDA, were also to prepare marketing plan for the scheme of the Federal Government Employees Housing Foundation once it was completed. Senior officials in the Estate Wing of the civic agency explained how government housing schemes were never marketed for sale.<br />
<br />
“Government accommodations are always advertised through media. And only interested government employees are expected to apply. That was how 20,000 to 25,000 plots were sold in the past when the last four housing schemes were announced,” another official said.<br />
<br />
He explained if this alteration was not checked the sector would eventually become as crowded as Sectors I-10 and G-9 where congestion had put massive strains on civic facilities – sewerage, water, roads and even schooling for children.<br />
<br />
CDA’s Public Relations Wing also confirmed that the Federal Government Employees Housing Foundation could not establish private schemes in regular sectors but could only allot plots once developed by the CDA.<br />
<br />
This was one of the ways to ensure low cost housing facilities for government employees of low cadres.<br />
<br />
Secretary Housing Nasser Hyat seemed lost for words when he was asked to elaborate on the specifics of the project.<br />
<br />
“The project was launched before I took charge of this office. The Housing Foundation is within its mandate to engage private developers to build housing units,” said Nasser Hyat in his brief comment.]]></description>

They said the case was registered in response to a complaint lodged by Rabia Arif, who stated that a man, in connivance with CDA officials, got her father’s plot transferred in the name of her paternal aunt.<br />
<br />
The police said the victim’s father had land in Sari Siral Village, and the CDA had provided two plots, measuring five Marlas, to her father against the land in the village after it was acquired by the municipal authority.<br />
<br />
She said at the time, both plots were transferred in the name of her father, but recently, she came to know that one of the lands had been registered in her aunt’s name.<br />
<br />
On inquiry, it was revealed that the man who had played a role in transferring the land, had transferred it to the victim’s aunt in connivance with CDA officials, the police said. In response, she had lodged a complaint against the accused and the police registered a case on charges of PPC 420 (cheating), 468 (forgery) and 471 (using a forged document as genuine).]]></description>

They informed that base-work of the roads has been completed and laying of water supply, drainage and sewerage lines is underway. A three-member bench headed by Chief Justice Iftikhar Muhammad Chaudhry and comprised Justice Jawwad S Khawaja and Justice Chaudhry Ijaz Ahmed was hearing a suo moto case pertaining to the conversion of farmlands into palatial houses, even marriage halls have been built in violation of the rules. These agricultural plots were leased out to influential people and institutions in eight suburban areas of Islamabad, including Chak Shahzad, Murree Road, Kahuta Road and Tarlai Kalan.<br />
The plots were given to grow agri-products and poultry for the local residents. But with the passage of time, these farmlands were converted into wedding halls, offices or excess constructions were made on the land.<br />
Afnan Kundi, counsel for CDA, informed the court that the Authority wanted to restore the original status of 504 agro farms. The size originally was 4850 sq ft. But in 2004 its sized was increased to 10,000 sq ft and later anther 2500 sq ft was given to the allottees.<br />
Kundi placed on record the summary of the decisions taken by CDA. He said notices have been issued and warned the allottees to restore the original position of farm within 45 days. He said the additional area was given without any rational and justification, which should be declared, void abinitio and reverted to its original position of 4850 sq ft.<br />
Director State Management CDA Aslam Chaudhry told that in the early years of 70s the plots for setting up agro farms were distributed to attract the people. Later on such plots given on the recommendations of the high ups, adding after 80s the no plots were given to anyone for setting up agriculture farms. He said there are three categories of the allottees. First one was of Islamabad affectees, second allottee on the recommendation of high ups and the third category is of those who purchased leased out rights.<br />
The court directed CDA chairman to take action against allotees, who are violating the contract and using the agriculture farms land for commercial purposes, without discrimination. The case was adjourned for indefinite period.]]></description>

			<description><![CDATA[ISLAMABAD: Supreme Court on Tuesday directed the Capital Development Authority (CDA) to provide names of individuals who have constructed farmhouses on land allocated for agricultural purposes.<br />

During the hearing by the 3-member bench headed by Chief Justice Iftikhar Muhammad Chaudhry, the CDA informed the court that owners of 504 farmhouses, including former President General (retired) Pervez Musharraf, had been served notices, directing them to demolish illegal constructions within 45 days.<br />
<br />
The bench directed CDA chairman to indiscriminately act against allotees violating the contract and using the agriculture farmland for commercial purposes.<br />
<br />
During the hearing, Afnan Kundi, counsel for CDA, informed the court that the Authority wanted to restore the original status of 504 agro farms.<br />
<br />
The size originally was 4850 sq ft. But in 2004 its sized was increased to 10,000 sq ft and later anther 2500 sq ft was given to the allottees.<br />

During the hearing by the 3-member bench headed by Chief Justice Iftikhar Muhammad Chaudhry, the CDA informed the court that owners of 504 farmhouses, including former President General (retired) Pervez Musharraf, had been served notices, directing them to demolish illegal constructions within 45 days.<br />
<br />
The bench directed CDA chairman to indiscriminately act against allotees violating the contract and using the agriculture farmland for commercial purposes.<br />
<br />
During the hearing, Afnan Kundi, counsel for CDA, informed the court that the Authority wanted to restore the original status of 504 agro farms.<br />
<br />
The size originally was 4850 sq ft. But in 2004 its sized was increased to 10,000 sq ft and later anther 2500 sq ft was given to the allottees.<br />
<br />
Kundi placed on record the summary of the decisions taken by CDA.<br />
<br />
He said notices have been issued and warned the allottees to restore the original position of the farm within 45 days.<br />
<br />
He said the additional area was given without any rational justification, which should be declared void and reverted to its original position of 4850 sq ft.<br />

The two-day auction of commercial and residential plots across the capital is planned for May 21 and 22. Around 32 commercial plots have been marked, but the CDA board has yet to finalise the number of plots to be auctioned.<br />
<br />
CDA received bids worth Rs3.24 billion against seven commercial and 38 residential plots during the last auction held in March, while two auctions held in 2012 were not too successful, netting Rs2.8 billion and Rs1.09 billion respectively.<br />
<br />
Meanwhile, CDA Member Estate Shaista Sohail said a draft of proposals to generate rental income had been submitted to the CDA board. “If approved, it will help CDA to generate recurring income to augment and diversify revenue.”<br />
<br />
Marriage lawns<br />
<br />
This proposal suggests establishment of marriage lawns, each catering to residents of four sectors. The facility will comprise of non-permanent detachable structures and will be offered on lease, with annual, bi-annual or monthly rent for a minimum period of five years. The lessee will be responsible for construction, maintenance of the site and day-to-day operations of the business,” Sohail said, adding that the only permanent structures on the marriage lawn would be a bridal suite, washrooms, a store, a temporary kitchen and a car park.<br />

Specialised marts<br />
<br />
The Member Estate said two sites for sale of construction material would be established at entry points, one at Kashmir Highway and the second at Islamabad Highway. “We have suggested to the CDA board that these sites should be offered to pre-qualified firms for 33 years.” A home décor mart will be set up along the Kashmir Highway.<br />
<br />
Model auto workshops and showrooms<br />
<br />
Two sites for showrooms for car manufacturers, used cars sale points and model workshops along with an auto mart will be leased for 33 years.<br />
<br />
Cold storage and warehouses<br />
<br />
According to Sohail, a sizeable chunk of land next to the CDA office in the I-11 vegetable market is occupied by encroachers to park trucks. “Under this plan the land will be retrieved and leased out to interested firms for the establishment of cold storages and warehouses,” she added.<br />
<br />
Parking management system for Blue Area<br />
<br />
A pilot project for setting up parking areas on both sides of Blue Area will be offered to interested firms on build, operate and transfer basis for 10 years.<br />
<br />
If these plans are approved, the planning wing will be asked to earmark sites in light of Islamabad’s Master Plan.]]></description>

He said Tajik Air flights on Dushanbe-Islamabad-Dubai would pave the way for increasing tourist traffic and promoting greater people to people contacts as well as he informed the meeting that Qatar Airline was also interested to establish Doha-Dushanbe-Islamabad air link which would also create direct air link between Pakistan and Tajikistan.<br />

Mr Gononov said Pakistani cement and textile have great demand in Tajikistan, adding both the countries could initiate joint ventures in the areas of mutual interests, which would open new avenues of cooperation.<br />

Zafar Bakhtawari President ICCI said there should be direct air link between Pakistan and all Central Asian Republic States as well as all these countries should support each other in promoting regional connectivity through starting at least two of their flights in a week which would help businessmen in visiting each other’s country and exploring new areas of commercial linkages.<br />

He said both the sides should ensure liberal visa policy to enable the businessmen get visa easily and meet each other which was imperative to boost trade ties between the two countries as there was enough potential in various fields between the two countries to increase trade.<br />

He underscored the need for a road link between Pakistan and Tajikistan through the Lowari Tunnel for connecting Chitral and Tajikistan.<br />

			<description><![CDATA[LAHORE: The Water and Power Development Authority (WAPDA) has completed detailed engineering design and tender documents of the 7,100 megawatt (MW) Bunji Hydropower Project, and will soon initiate the process to undertake construction of this largest hydropower project in Pakistan.<br />

WAPDA Chairman Raghib Abbas Shah expressed these views in a meeting with Gilgit Baltistan Chief Secretary Sajjad Saleem Hotiana at WAPDA House on Monday. The meeting was held to discuss various WAPDA projects located in Gilgit Baltistan.<br />
<br />
Speaking on the occasion, the chairman said that the mega projects such as Bunji and Diamer Bhasha Dam will not only help stabilise national economy but also usher in an era of social and economic development in Gilgit Baltistan.<br />
<br />
He appreciated the cooperation being provided by the Gilgit Baltistan government in implementing WAPDA projects in the region. He further said that WAPDA will fulfil all its commitments vis-à-vis construction of the projects and resettlement of their affectees.<br />
<br />
Later, implementation status of the decisions taken on January 17, 2013 was discussed in detail. The meeting was informed that Gilgit Baltistan administration will complete the ground survey as well satellite imageries for geographical mapping of Diamer Bhasha Dam Project in two weeks. The matter pertaining to handing over government land to WAPDA also came under discussion. The chairman said that in view of the significance of resettlement of Diamer Bhasha Dam Project affectees, priority should be given to acquire land for construction of the model villages in the area.<br />
<br />
Deliberations were also made about Satpara Dam, Harpo, Bashoo and Phander hydropower projects. It was decided in the meeting that a study will jointly be conducted by WAPDA and Gilgit Baltistan to address the issues relating to Satpara Dam. The study will also assess the future requirements of water in Skardu and adjacent areas, their fulfillment through Shatung Nullah, its environmental impact and a way forward for the purpose.<br />

The meeting also agreed to devise a perpetual operation and management methodology for Satpara Dam Project with active involvement of Gilgit Baltistan.]]></description>
