Govt presents Rs 621 billion PSDP for 2009-10

ISLAMABAD: The government on Saturday announced a total Public Sector Development Programme (PSDP) of Rs 621 billion for 2009-10, compared to Rs 541 billion last year, showing a 14.78 percent increase.

Among the total PSDP, an amount of Rs 421 billion has been allocated for the projects of federal government, whereas Rs 200 billion have been earmarked for the provinces, to be spent through their Annual Development Programmes (ADPs), while Rs 25 billion have been allocated for the Earthquake Reconstruction and Rehabilitation Authority.

The overall size of the PSDP for 2009-10 stands at Rs 646 billion; however, this development outlay will be subject to budgetary announcements in the Finance Bill 2009-10 to be approved by the parliament.

The government was hopeful that the large size of the PSDP 2009-10 would re-enforce the move towards economic recovery and the annual plan had forecasted GDP growth of 3.3 percent for 2009-10.

The distribution of Rs 421 billion federal component of the PSDP in different ministries/divisions/organisations were: Rs 47.255 billion for the Water and Power Division (Water Sector), Rs 20.335 billion for Water and Power (Power Sector), Rs 19.534 billion for the Pakistan Atomic Energy Commission, Rs 447.4 million for the Pakistan Nuclear Regulatory Authority, Rs 1.874 billion for Petroleum and Natural Resources, Rs 45.972 billion for the Communication Division (Including National Highway Authority), Rs 828.8 million for the Ports and Shipping Division, Rs 12.681 billion for the Railway Division, Rs 35 billion for Special Program.

Allocation for other sectors were; Rs 45.599 billion for the Finance Division, Rs 17.968 billion for the Planning and Development Division, Rs 444 million for Local Government and Rural Development, Rs 195.5 billion for the Tourism Division, Rs 5.582 billion for the Housing and Works Division, Rs 250 million for the Ministry of Foreign Affairs, Rs 679.1 billion for the Narcotics Control Division, Rs 129.8 million for the Establishment Division, Rs 1.128 billion for the Information Technology and Telecommunication Division, Rs 3.265 billion for the Science and Technology Research Division, Rs 7.583 billion for the Defence Division (including SUPARCO), Rs 8.551 billion for the Education Division, Rs 22.500 billion for the Higher Education Commission, Rs 23.154 billion for the Health Division, Rs 5.250 billion for the Population Welfare Division, Rs 343.7 million for the Women Development Division, Rs 487.7 million for the Social Welfare and Special Education Division, Rs 135.4 million for the Labour and Manpower Division, Rs 25.521 billion for the Kashmir Affairs and Northern Areas Division, Rs 12.865 billion for the State and Frontier Regions Division, Rs 2.253 billion for the Environment Division and Rs 450 million for the Culture Division.

Allocations for other federal organisation were; Sports Division Rs 583.2 million, Youth Affairs Division Rs 47.8 million, Cabinet Division Rs 4.918 billion, Information and Broadcasting Division Rs 916.1 million, Defence Production Division Rs 1.677 billion, Food and Agriculture Division Rs 17.962 billion, Livestock and Dairy Development Division Rs 2.586 billion, Industries and Production Division Rs 7.822 billion, Special Initiative Division Rs 2.793 billion, Textile Industry Division Rs 509.7 billion, Statistics Division Rs 180 million, Interior Division Rs 7.031 billion, Commerce Division Rs 839.2 million, Law, Justice and Human Rights Division Rs 2.051 billion, Revenue Division Rs 2.448.3 billion, Ministry of Postal Services Rs 300 million, National Reconstruction Bureau Rs 50 million and the last one is the Economic Affairs Division for which the government allocated Rs 15.8 million.
