CBR housing society, RDA agree on land-sharing

The CBR Employees Cooperative Housing Society has reached an agreement with the Rawalpindi Development Authority (RDA) for land sharing in latter’s Vista Housing Scheme.

The Vista Housing Scheme is being set up on 3,000 acres of land in various suburbs of Rawalpindi including Kot Kolian. The RDA’s governing body on land sharing formula approved the housing scheme.

Sources told ‘The News’ that under the agreement, the CBR would follow the future road network structure passing through the society to ensure integrity of the development process and would leave the Right of Ways (RoWs) having 400 feet and 800 feet width as per guidelines approved road network plan/master plan of the area. The CBR would do all norms and procedures of a private housing schemes as narrated in the Punjab Private Site Development Schemes (Regulations), Rules 2005.

It would follow the spirit of energy management planning in their own cleared land. The CBR would transfer the ownership rights of two per cent residential plots in favour of the RDA within one month from the date of approval of layout/land use distribution plan of their scheme. The society would transfer their plots through the Directorate of Estate Management of RDA after paying requisite fee as per practice in RDA for its own scheme. It would transfer the land reserved for graveyard and other public amenities, in the name of RDA as per rules.

In future, if society desired for the extension of its scheme it would abide by the terms and conditions of land sharing formula as approved by the governing body of the RDA. Supervision/departmental charges too would be two per cent of the total cost of the infrastructure would be paid to the RDA so that their development work should be integrated with the future road network structure passing through the society.

According to officials, the CBR has completed all the formalities as required under the Punjab Private Site Development Schemes (Regulations) Rules 2005. This agreement gave a hope to the members of the society who were struggling since 1995 for the approval of the RDA and site clearance from the CAA, which was finally granted in 2008. Whereas, notification of interim development order regarding RDA Vista Housing Scheme had created a situation of litigation between the CBR society and RDA as the scheme area falls in the notified area of RDA Vista Housing Scheme.

Director General RDA Makeen Shahbaz when contacted by ‘The News’ said that an agreement has been stuck with CBR Housing Society. The case was placed before the authority for its consideration and approval in the interest of RDA and to avoid any litigation and for the effective integrated development with conditions enumerated, in order to bring into the proposed development network of the area as planned by RDA. After approving the case, the RDA and CBR has struck a deal to work jointly in the project of RDA Vista Housing Scheme initiated in various Mouzas, the DG stated.
