All standard milk shop owners were instructed to:
* Display special banners outside their shops
* Display milk rates as well as quality statistics on prominent whiteboards
* Label all containers of milk with the qualitative specifications of the kind of milk being sold
* Acquire health certificates to prove they were not suffering from any contagious diseases that could be spread through the milk
* To use lactometers to check the quality of milk before selling it
