ISLAMABAD: June 20 (APP): The Human Rights Society of Pakistan (HRSP) has appealed to the Advisor to Prime Minister on Interior A Rehman Malik for fair application of CDA’s refund policy for I-15 allottees with retrospective effect.

This was stated by the Secretary General, HRSP A M Shakoori while talking to APP here on Friday.

Taking notice of CDA for not applying the refund policy, approved in February 2008, with retrospective effect, the HRSP Secretary Gerneral A M Shakoori has requested the Advisor on Interior to intervene in the matter.

The CDA, which is under the administrtative control of the Interior Ministry had earlier rejected the plea of the allotees in this regard.

The CDA has approved the refund policy for I-15 sector, which envisages deduction of Rs.5000 and refund of the remaining amount to the allotee of the flat or plot in Sector I-15, Islamabad. However, the same has not been applied with retrospective effect and those who were refunded earlier after deduction of 10 percent, have been ignored.

Former Federal Law Minister S M Zafar is the Chairman of the HRSP, with its headquarters in Lahore.

A Rs1,40,000 refund case bearing No. CDA/OWO No.930/2008, dated 12.3.2008 is pending with CDA One Window Operaton for the last three months with no signs of any relief in the near future.

“Since all citizen of Pakistan were equal before the law, the civic body has no right to discriminate among the citizen of Pakistan,” the HRSP said.

The HRSP has also referred to a news item published prominently in a local daily on April 11, 2008 but CDA has not changed its stance on the refund policy.

Shakoori has requested the Advisor to direct CDA to apply the Sector I-15 refund policy with retrospective effect and those who got refund before February, 2008 may be refunded the remaining amount at an earliest.
