SC rejects CDA chairman reply in suo motu notice on illegal promotion of employees

The Supreme Court (SC) has rejected Capital Development Authority (CDA) chairman report in respect of suo motu notice of case of irregular promotion of CDA employees and directed CDA chairman to appear before it in person.

The court has also directed that detailed reply in this matter be filed till November 27. The promotions were given to the employees of CDA against the rules during tenure of former chairman of CDA including Farkhand Iqbal and Imtiaz Inayat Elahi.

A three-member bench of SC presided over by Chief Justice of Pakistan (CJP) Nasirul Mulk took up the case for hearing Thursday.

Deputy Attorney General (DAG) Sohail Mehmood said that a reply from the sitting CDA chairman is not complete. Employees from junior grade have been mentioned in the report and nothing has been told about senior officers. The situation was this that employees from grade 1 to 18 were favoured in upgradation and all the job was done illegally. PIMS doctors were also included in this process.

It may be mentioned that during the tenure of former chairman CDA Farkhand Iqbal and Imtiaz Inayat Elahi from 2007 to 2012 one thousands employees were upgraded illegally. As many as 9 employees were upgraded illegally in grade-18, 59 employees in grade-16 and 17, 31 employees in grade-14 , 394 in grade-11, 156 in grade-9 and 16 in grade-8.

In mechanical division 22 employees of grade-1 were promoted direct to grade-11. In operation division one helper of grade-1 was promoted as foreman in grade-16 and one Syed Sajjad Hussain driver in grade-7 was promoted to grade 16.

The SC took suo motu notice of these promotions and upgradation and sought reply from chairman CDA.
